Was the original statement about there being loyalty packs on a forum post, or was it on the pre-order screen?
Nice that EA is following through, regardless.

Hi! Quick question :
I play NHL every year. In the past few years, I was on PS4. This year i'm on a Xbox series S. I thought i'd receive 10 packs but only got three. The fact I played NHL 20, 21 and 22 doesn't count because it was on another console ?

The account you're posting with hasn't played any NHL games so I can't check on which games you've played. You're welcome to contact an advisor so they can look into this for you. You had to play each of the previous games before the next one was released.
