Search for NHL 23 in the Microsoft store. It should let you choose the game and download even tho it doesn't say technical test
Goto the playstore, search and type NHL 23. It should let you download from there

Same here. I'm logged into my proper EA account and when I view my profile page I can see that it's properly connected to my PSN gamertag that I used to sign up for and download the demo. Typical EA stuff: doesn't work properly, but they refuse to address our concerns because everything is always assumed to be user error (on our end).
It's a real shame, because I really wanted to post here and share how much of a steaming pile of dogsh!t NHL 22 (oops, I think I meant NHL 23) is.
I really hope someone else develops a hockey game in the near future. EA is a complete joke these days. Madden is the same year after year - completely plagued by bugs at every single launch - and NHL is no different.
