It's a good question and I understand your reasoning. If I can sum it up: Why does the goalie with an overall of 73 seemingly have an easier time stopping good scoring chances than your goalie with an overall of 84? and subsequently, what is the incentive for acquiring a goalie with a high overall if they seemingly don't perform relative to their lesser-overall counterparts?
I think this ultimately comes down to save %. Goalies with a higher overall will have a higher save % spread out over many games than a goalie with a lower overall. Of course, this isn't guaranteed because there are more factors at play then just goalie attributes when it comes to whether or not a shot crosses the goal line.
Furthermore, when you narrow it down the microcosm of just one game - it's entirely possible that a goalie with an OVR of 73 outshines a goalie with an OVR of 84. This can be due to something like defensive ability. Is the goalie with an OVR of 73 facing easier shots? Potentially. However, in your scenario, the goalie is facing very dangerous shots which all had the potential to cross the line...
That brings us to the other variables: the shooter attributes combined with the actions on the inputs from the user. Is the user aiming to a spot the goalie is moving to? Is the shot being contested? Was the pass a clean pass and was it received on the forehand or backhand. Did the player need to adjust to forehand before taking the shot? Is there an X-Factor on the OVR73 goalie that gives them a boost on cross-crease passes or One-timers? Is the shooter at the end of a shift and fatigued? Are they injured?
I think you can see how all of these variables can stack up to seemingly lopsided outcomes in some games, which is definitely something that happens in real life too. However, over the course of a season, you should see that a goalie with an OVR of 84 has a better save % and win-loss ratio than the goalie with an OVR of 73.
IMO, it causes more grief in a game mode like HUT because there's an expectation from the customer that their investment will pay off irrelevant of that user's skill level (and please don't take this to mean I am attacking your skill level, I am not).
