All I’ve seen for the last 2-3 days are expired items. The gear seems to be turning over but I can’t buy any of it. Just want to buy some normal Bauer or CCM equipment and not clown gear.

My chel store will only show 4-6 items for certain districts and other times districts will be completely missing, doesn't happen all the time but enough to be annoying. And before you suggest closing and resetting I've done that multiple times and nothing changes.
Same thing here... Seeing only 4 items in CHEL store.
Mine is even worse today, it's only showing international and no districts at all

No, but it takes a minimum of 76 years per page to load for some reason and why there isn't an option to buy more than one thing at a time is beyond me. The typical experience is:
- Turn on the game, wait for the main menu to load (not bad)
- Connect to WoC Hub (30+ seconds)
- Lag over to the store since it stutters loading each page
Now that I'm in the actual store itself:
- Search through the store for an item I might want to buy with my ~40,000 points
- Click "Buy"
- Confirmed I would like to indeed buy what I've asked to
- Confirm I want to use Chel Coins
- Wait for it to load again and repeat the process
Why can't I add multiple items to a cart? I don't need to buy a single item at a time at any store, imagine going to Canadian Tire and you need to hit the rack, bring the item to the front, pay, go put it in your car then repeat for the next 25 items on your list.
Note - I'm on hardwired gigabit internet with cables that I made myself and tested.
I just purchased the Mario Lemeux icon jersey from the Chel store. It is nowhere to be found in the locker room. I’ve restarted the game several times with no success. Several months ago i purchased purple chrome gloves from the Chel store and have never seen them either. Very strange. Tonight i bought a St. Louis Blues hat and that showed up, but not the jersey. Any suggestions? Why buy items that you can’t find? Help!
Those jerseys are probably only available for your casual skater. I'm not sure if they include a home and away version, but check that as well.
For chrome gloves you need to select a standard pair of gloves and then customize them. Chrome gloves is a color option, not their own item. Helmets work the same way.
Sticks and skates show up as individual items however, which may be where the confusion comes from.
Try verifying those things first to see if you can find them.
