There is nothing built into the game to force more penalties to happen to one side. There isn't any kind of pre-determined frequency for penalties. They occur according to what's happening on the ice.
You can always go into the instant replay to see what happened. However, there isn't much time for this online and it's going to use a timeout. I recommend quickly grabbing a clip for review after the game.

But is there anyway to watch a replay as it happened in real time? Meaning, so I can see if I was controlling the player that got the penalty or if it was a bot?

Mainly tripping and interference penalties but I feel like a lot of them are being caused by the AI on my team by players that I’m not even controlling

That being said. You can send proof. The mods of the forum will "send it off". Nothing will be done though. I've been waiting over a decade for them to fix basic things the game should fix or have.
No more updates for this game. We get like 4 updates total and still there's always the same issues.
