Yes they both stack. Truculence increases you hitting for ALL hits and saps your opponents energy. Shutdown is more depending on defending the rush with hits and poke checking. I run both on TB Pronger and it may seem like overkill, but shutdown helps land hits on the rush and truculence saps and sometimes injures players more often.

There are abilities that don’t stack supposedly like one tee and thunderclap, but I’ve seen/heard both proc in the game on goals and seen the icon in replays.
