You could be adjusting the wrong sliders. You must understand what each slider does and when you adjust one slider, it affects other sliders.
Example. Let’s look at Fatigue and Recovery sliders.
Fatigue slider affects the overall play of a player when they are tired. If you have it at 90/100, then being on the ice a lot will have an affect on the player. Having it set at 10/100 means no matter how long they have been on the ice, they will be fresh. I think I have figured out this is based on real time and not on game clock time but I could be wrong. So if you are playing 5min periods, players wont have too much time to get tired. I have the settings at 99/100. I want all players to be tired as they play. The more tired they get, the less scoring.
Fatigue recovery: Most people have this set at 70-90/100 and that means that a player will recover faster. So again, you will see the top line for almost the entire period and you’ll never see your 4th liners. Or you wont see the other teams 4th liners. I have this set all the way down to 3/100 so I will see 3rd and 4th liners hence scoreing will be less.
Attribute effects. I think the default is 5: this is how it works. If you change this to 1/10 that means all players will be at almost the same level. Your 72 rookie will be just as good as the 99 player. More good players equals more scoring because there is no gap in overall ratings of the players. . If you change this to 10/10 that means a 99 rated player will play better than a 72 rated player because the gap is maxed out. I keep this 10/10 so all ratings are true to form.
Next sliders to look at, the CPU strategy adjustment under the AI tab. At 0/6 the coach will make NO changes during the game. Meaning the team is blind to the score, it doesn’t know if it’s winning or losing. So it will just play the default offense and defense. If it’s winning, it wont adjust the defense to protect the lead. If it’s losing, it doesn’t know that it has to apply pressure to catch up. At 6/6 the maximum changes will happen. Now the teams are aware of the situation. If its losing, it will adjust to maximum pressure, if its losing it will adjust defense to protect the lead. HOWEVER. I cant confirm if it affects the defense or just offense only. I have mine set at 3/6 but will adjust after a 5 game stretch because you cant really adjust it after one game.
Assisted Strategies is the same thing but for YOUR coach. Everything is the same as I described above. I have this equal to the other setting. 3/6 If I move one slider, i will match the other slider so not to have a big advantage or disadvantage.
There are other sliders to play with like goalie sliders and shot accuracy. Hint. The more accurate the shot, the more goals will go in. I have my accuracy sliders at 45/100..
Try those first and play with them for about 5-10 games and then adjust. If you are playing 3-5 min periods, then you’ll need to play more games than you would if you are playing 10 min periods.

The sliders ARE a disaster and it's been a complaint for years that has been ignored. There have been a bunch of videos demonstrating how messed up they are. EA does not care on any of their games. They don't have to. There is no competition to get them to actually care and every year people will by their roster update. Just look at Be A Pro. They haven't even changed cut scenes or pointless same interaction that is lazy and of no value. Lol 😂

There was a year where some of the sliders were reversed. You know how annoying and hard it was to figure that out? But thankfully that is not the case. I wish there were a better or more descriptive explanation of sliders. Some are self explanatory but there are some that need more clarity like AI learning how you play. Is that how your teammates learn or how the opposition learns or is that how both teams learn? I have no clue.
