Control lag

We should go through some connection troubleshooting to try to find out why you're so delayed. First, are you on a wired or wireless connection? Also, which console are you playing on?

Can you switch to a wire or is your router too far away?

I'd be able to connect a wire. 

I test my ps4 connection and it says it's strong so let's skip the basics.

Can you try a wire? Even with a strong connection, chances are excellent you'll experience lag/disconnects on wireless. Especially, if the the router is in another room.

I tried using a wire. Same thing. It really takes any fun out of the game when you can't do a thing, just let your opponent skate around you like you're a bag of pucks.  I'm done with this crap.

Did you power cycle your modem/router and console after switching to a wire? Also, what is your ping and packet loss when you look at the connection in game? What are you seeing when the screen glitches?

Yes I restarted both.  I'm not near my system now.  The players on the screen jump and freeze for a split second.

That sounds like packet loss. Which normally happens with a wireless connection. Are you still connected by a wire or did you go back to wireless? If you're using a wire, check to see if it's at least Cat 6. 

Something else to try is using alternate DNS settings with the instructions here. If you don't see a difference, try the Google DNS servers. Those are: Primary alt number 8.8.8.8 - Secondary alt number 8.8.4.4.
