When editing "club identity" team equipment or team uniform, RS does not rotate the player in any customization mode.

Hey, it's December, and it's still happening. Can't turn my character around in the character customization screen

Try exiting out of that screen and loading into it again. If that doesn't help, try turning off your controller and back on again.
