I wouldn't say it's "broken." You are correct in that the ones from the POINT go in too easily if you green them (and from some LOW rated defensemen which shouldn't happen) but I feel like green one-Ts from the top of the circles and closer should go in almost 100% of the time. It's simply more fun and satisfying if you score after you manage to make a perfect pass.
TL;DR: I don't think the one-timers should be nerfed necessarily, I just think they should make it so lower-skilled skaters CAN'T get the "perfect one-timer" bonus and MAYBE (MAYBE... I'm not so sure) lower the efficacy of perfect one-Ts from the point.
