It does work like that once the meter is full up. Maybe you are misunderstanding me on this one Showtime. What I am saying is what was not shown in this clip (because I couldn't clip that far back enough) was them shooting to fill the meter, once the meter is filled they simply have to regain puck possession for the "30 seconds of Full Pressure" to activate. That however, did not happen as we managed to grab the rebound and escape the zone. Proceeding then to maintain control in their zone for almost a full minute before they finally got back in our zone with the puck and showed that the meter had only drained from 100% to a little less than 60% or 3 bars full.
As far as I know there is no system in place or that was ever mentioned regarding defensive plays assisting in filling your own meter. If that was the case then stuff like blocked shots and hits in the offensive zone would trigger it (which I would be completely against personally).
All that was explained when it was implemented was that one team got a buff to the pressure effect and the other guy a downgrade due to the pinned effect.
