locked X factors

how come some X factors like Wheels, Elite Edges and Shock and Awe  are only available if you buy them. I always play against those builds and my team and I always get pumped by them. I want to use them but they always cost ea points and I don't want to buy them. Two of them can't even be superstar abilities and why is that as well
