In 24, hitting was absolutely broken so I don't know where you are getting these numbers from. In 25, I can agree that their isn't as much hitting but hitting is supposed to be a risk vs reward type thing. If you go for a hit you are putting yourself in a vulnerable position of being juked out on. If you do not line it up properly, than you are burned. We are playing an NHLs game equivalent of 1 period so hitting shouldn't be in the 100 hits per game category. The NHL averages roughly 60 hits per game so by that standard, a full 5 min period type game should have around 20 hits total. Hitting is fun but making it too easy can ruin the overall gameplay experience.
Hitting is probably something that's hard to get right, imo.
In the game, guys can just squirm around hits with relative ease. In real life, hits are still risky, but guys, by and large, aren't just dodging hits. The average hit in real hockey also isn't as huge and devastating as this game.
You want there to be a good amount of hitting, but you also don't want players to just shutdown plays with ease just by nudging a guy. That's a difficult thing to balance. My only thought would be to make it easier to land hits, but make hits a lot less devastating. Like, most hits thrown in real hockey do land, but they're not these Trouba-style hospitalization hits.
