Did something change about boarding/charging penalties?

The majority of teams we face have 1-3 players with some form of truculence - often times it is the Moonlight prebuild. These players can full sprint hit you square between the numbers against the glass, and there is never a boarding call. The only boarding calls I see are against players that don't actually have truc at all, and are generally way less egregious. 

Its to the point where it isn't uncommon to spend half the game on your back, or at zero stamina, somehow locked into a close game against a completely inferior team. 5 enforcers shooting for rebounds and tips is a little too effective if they aren't getting called for running people.
