Controller Vibration not Working - Xbox Series X

Hello, I am playing on Xbox Series X and my controller doesn't vibrate even though the setting is 'On'.  The controller has full batteries and I have restarted my system which didn't solve the issue...

Check to see if it’s set to on within accessibility settings as well.

Vibration is set to 'On' in both the accessibility and controller settings...still no vibration on the controller.
