I'm not a huge fan of the pressure meter as a whole. I don't like artificals trying to simulate emotion or create extra tension. I really hate when you kill the penalty and then your energy just drains from green all the way down to empty the next time you leave the zone. There's times we go down to the other end, get a scoring chance and come back down and they're still at full pressure?
Now that I got that out of the way, I think being able to flip the puck out of the zone is... pretty vital? It's a pretty integral part of the game of hockey. The ice already feels way too small with everyone running 96 speed and Wheels, you don't have time to get a slapper off with three forwards barreling around the zone trying to hit and injure you.

Seriously this irritates me so much too. Lots of times, teams will use the momentum from a good PK to generate a scoring chance off the rush but in this game, it's impossible to do that.

flip dump is still there. You can quickly flip dump out of the zone, but there's still this dumb issue of players jumping 5-6 feet in the air to grab a puck.
Not sure why people still struggle with the flip dump. You just need to hold it for a few extra frames to get the velocity it had from years past.

Man, I feel like every time I try it's just a PATHETIC little flop that targets the nearest opposing player to hit him right in the chest. I'll try holding it longer.

It definitely does do that if you just do a quick R1 and flick of RS. I think that function is intended to combat being able to use it to squash the pressure meter.
I don't agree with it - I think the velocity of the quick flip dump should increase with actual possession time frames and not how many frames R1 is held. This would allow a quick dump with velocity if the player has sustained possession long enough to execute such a move. forcing us to hold R1 introduces a subtle delay which makes the mechanic feel less appropriate when it shouldn't.
