I would make a case that an investment into providing tools for Club Captains to combat trolls would be a quality-of-life improvement that would drive more users to EASHL. It would incentivize more clubs to adopt free agents, knowing they can boot them if things go south. In turn, with more clubs adopting free agents, more drop-in players get to play actual club games and would likely spend more time in the mode.
Knowing you can get booted would likely compel users to try and be the best teammates they can versus now; a free agent can take total control of a game if they're not 100% satisfied with how the game is going.
I just think these quality-of-life improvements have a larger effect on the player base and are worth the time to implement.
