It is not broken at all. Are you on PS5 or Series X ? On Series X you can run HDR calibration. I know the same feature exist on PS5. Also make sure you do your calibration while your TV is on Game mode.

Jerseys only look washed out for me during gameplay, cutscenes and in menus they look fine.

go into accessibility settings and bump up the contrast to 65 or whatever works for you.  I did that last year with 25 and it looks great.
