Stevens, Bure, Mogilny

My brother and I were talking about this while playing the other night and curious why they aren’t in it. Is it an NHLPA thing? Our talk was mainly about Steven’s and we figured maybe because of the careers he ended but then remembered Bure, Mogilny, Kariya and figured it was that they were no longer members of the players association. Anyone happen to know why?
