However they will not add headshot pics for this players. They never die during the year. I think it has nothing to do with license cause the actual player data with all real parameters are in.

Yep nothing to do with licensing. They own the license already for IIHF, which includes American and Russian players. They can easily add likeness to them on the WJC rosters, but they choose not to.
My BIL was in the NHL games for years while he played pro, with his likeness in the game, and he was never approached by EA. They get the collective rights from the teams, not the players.
