Offline modes don't earn EA money, so why would they focus on them? As long as 13 year olds keep buying packs in HUT they don't have an incentive to actually improve the game.
Of course they earn cause you buy a copy of the game.
There's lot a people who buy the game for the offline modes, and lots who used to buy it for the offline modes who don't anymore due to the lack of updates to them.
Offline modes do in fact earn EA money. People purchase a copy of the game, and playing them advertises it to other players, improves their player data, etc.
