It is definitely tuned for way, way more than a second, my guy. I'm telling you I make the breakout pass as a Dman and one of their forwards crosses the red line, crosses the blue line and thugs me in the side of the head for no call fully three seconds later. Add in the fact that touching - or being touched by - the puck counts as full possession and guys are burying me after I win a faceoff or block a shot. Sometimes just being close to the puck is enough, if I go back behind the net to try to free it up from a board play situation, I get smoked in the back for no call having never touched the puck. Sometimes I get buried on the breakout before the pass even gets to me and it goes for icing. 

On top of that, the old "you have free rein for 10-15 seconds after you take a penalty" thing is still in the game, so guys will immediately smoke the next closest player they can see after the initial penalty.
