World of Chel divisions?

I think that I'm not the only one with this major problem in this game. Why there are different divisions on chel but allways your opponent are from different division. I just started playing with my friends and we are in 9. division and allmost all opponents what we have been played against to are approx 1-3 divisions. All opponents have 500+goals each player. This have no sence at all.
