28 second rule from bench on special teams BAP

Noticed playing BAP that everytime im on the bench and hit "sim to next shift", if a penalty is called during that time frame I get to come out with 28 seconds left on the PP EVERY time. Had it happen a couple times while my team is on the PK as well but PP is without fail every single time.
