I don't think so.
Again, the honorable mentions is just an extra release on top of the normal TOTS releases and it doesn't take anything away from other leagues. We got the normal release with the QMJHL TOTS cards yesterday, and on top of that we got the honorable mentions as an extra release. It's not like we were going to get a normal TOTS release for 2 leagues on a Wednesday. And other honorable mentions will also be extra releases on top of the normal releases.
3 content days is enough to cover 4 (or 5) leagues. Weeks 1 and 2 covered 4 leagues in 3 content days, and there is absolutely no reason why week 3 wouldn't use the same format (and maybe include a 5th league).
I know from your comments that EA has ignored NL many times, and I don't understand why they have done that, but still, after the week 1 and 2 TOTS releases I can't see them not releasing TOTS cards for NL in week 3.

I see it differently; the "Honorable Mention" banner has taken the place of another banner and will do so again.

and if EA does the same thing as with TotY, there could even be a 6th "league" with alumni
I disagree. EA did a normal TOTS release for one league on Tuesday and Wednesday in weeks 1 and 2, and in addition to the normal TOTS releases they dropped some honorable mentions cards yesterday. So the honorable mentions banner didn't take the place of any other banner and won't do so in week 3 either.
And I don't believe there will be alumni TOTS cards. You are probably thinking about last year's TOTY event, because this year's TOTY event didn't have any alumni cards other than the LTD cards. I'm pretty sure EA would already have released some alumni TOTS cards in weeks 1 and 2 instead of saving all of them for week 3 if they were going to release such cards.
I can see HockeyAllsvenskan not getting TOTS cards, but I'm pretty sure the other 4 leagues will get their TOTS cards in week 3 just like weeks 1 and 2 covered 4 leagues per week (excluding the NHL). 2 of those 4 leagues will get TOTS cards tomorrow, and the other 2 leagues will get TOTS cards on Tuesday and Wednesday next week.
