I can't complete the Connor McDavid 99X set.

I can't complete the Connor McDavid 99X set. I have 19 tokens—I need 18—but 4 of them are left over and won't work; they don't show up. However, I *can* slot those 4 into a different set. I can distribute the 4 and 15 tokens across any sets in any order, but I can't combine them all together. Admin, please help!!!
