Assume the answer is "yes" but do all of the TOTS cards upgrade?

During TOTY there were some (the LTD cards) that don't

    None of the ToTS cards upgrade. They decided to rip players off even more this year

    CSquared5396​ It says Team of the Season cards do not upgrade. They are fixed OVR.
