Since they are harassing you through the Xbox chat/messaging systems, you'll need to contact Xbox support for assistance.

That's not the situation here. We have no visibility into Xbox messages, or party invites. If you have any screenshots/videos of their behavior, you send it to me in a private message, but there is very little we can do when someone is breaking the platform rules.
