Can’t Progress Out CHEL Lobbies For 3 Years

On PS5 since NHL 25 and now in NHL27 once I’m a few levels past Prestige 1 or a few levels under I can no longer progress out of lobbies and play a game and it happens to other accounts I create as well I’ve tried clearing cache and restoring licenses amongst other things and nothing works I have no bans or penalties on my account it’s very frustrating and help will be appreciated thank you
