Although this is kind of strange, 2-way contracts do not automatically make your players waiver exempt. Waivers is based on age/GP and changes depending on what age the player was when they signed their first contract. I can't remember exact numbers as it gets a bit complicated based on signing age, but it's a certain amount of games or age 25, whichever comes first. This game doesn't actually use real waiver rules or IR, so it is kind of tough to move players up and down during the season. (this needs to be changed). In reality waivers should happen in preseason as well, but it doesn't in the game because you can still only have a max. number of players on the team during preseason. (needs to be changed as well).
Pretty much everybody not on an ELC will have to pass through waivers in the game it seems and there is actually no reason for 2-way contracts to be in the game as there is no AHL salary or AHL only deals.

@SkylerJames13I think we can both agree it is so hard this year to determine what is a bug and what isn't as there have been so many. Especially when it comes to waivers/contracts as they don't apply all the real life rules in the game. It's hard to answer this one....
I know if a player is 24 when they sign their ELC, it only has to be for one year, if they are 22 it only has to be 2. Anyone 25+ does not have to sign an ELC even if it is their first contract.
I just thought the bigger issue was they wouldn't sign a 2-way contract and signing a 1 way deal would make them have to pass through waivers, when really 2-way contracts are meaningless in this game and they would have to go through waivers regardless.
