I'd like you to power cycle your equipment with the following steps: unplug your modem, router and console. After 2 minutes plug in the modem and router. Let them come back online completely. Then plug in your console and start it up. Let me know if that helps or not.

I've tried the following with no changes :
Let's see if the following troubleshooting steps might help to toggle the issue. These steps are related to connectivity but not that your connection is bad but there might be a network caching issue that needs to be cleared to help communicate with the servers.
1.) Restore Game License - https://t.co/zRrIydNMmf <----(From the official PlayStation website)
2.) Power off the console and unplug it for 2 minutes. This will help clear the system cache and network cache on your console.
3.) Restart the modem and router in your home
4.) From the PS4 Menu, scroll right to Settings > Network > Set Up Internet Connection > Select either Wi-Fi or LAN cable (Wired)
Wi-Fi: Custom > Select Network > Enter Password (automatically saved if you are already using this network) > IP Address Settings (automatic) > DHCP Host Name (Do Not Use) > DNS Settings (Manual)
LAN (Wired): Custom > IP Address Settings (Automatic) > DHCP Host Name (Do Not Use) > DNS Settings (Manual)
From there, enter the Primary DNS as "208.67.222.222" and the Secondary DNS as "208.67.220.220"
Next > MTU Settings (Automatic) > Proxy Server (Do Not Use) > Test Internet Connection -Scooter
