I can't speak for EA But my best guess is they just didn't wanna put on the work to adapt the new features into the old ones I mean it took two iterations just to get multi year storylines in the NHL let alone the work they'd have to do on multi year storylines for junior leagues and euro leagues also the different storylines for draft position I mean right now there's one bap storyline and that's be a superstar there needs to be more paths to the NHL and through the draft so the amount of storyline work they just didn't wanna do then you'd need you'd AHL storylines and storylines for getting setting sent to junior and the the AHL and storylines for developing and getting called up not only do they need storylines they need goals rewards punishments and the biggest part is balance they don't know a thing about balance there's so much they can do with this mode to make it so immersive and true to life beyond the on ice action they can't even get conversations right as things stand now I mean I get a coach challenge and fail it and we lose the game and the coach stops me in the halls after the game and says "I'm disappointed with what you did our there" and my character replies "I think we can still get back in this" really? When the games over we're gonna get back in it? And it happens with most coach challenges but I digress the reason they left it out is because it was more than they could handle is the simple answer
BAP and Franchise for that matter are both low priority to EA and the teams assigned to all offline modes are probably very small have very limited resources and budget because offline players are a "one and done" payment system once they get our money there's no more until next year so they put in the bare minimum to scrape by with enough "new features" to try to shut up offline players for a bit and then pump every available resources into HUT with weekly updates new cards new packs new this new that for HUT cause people keep pumping hundreds if not thousands of dollars into their "gambling simulator" it's a money factory that's the biggest reason BAP is big steaming pile of you know what because EA won't give the offline modes more resources because it's not a money maker
