NHL 17 HUT pack rate.

Not good, will leave it at that.  I have two profiles I play and one of those I have purchased several packs 20-25 (20 card Gold Ultimate Team packs) since the TOTW and WCH Player of the game were introduced.  Have not yet pulled any specialty cards.  Let's say it was 20 packs of the Gold 20 card ct with 2 rare, then out of 40 rare cards my best player pulled was Paccioretty, he was my only 88 rating out of all of those packs (pulled several 87 and lots of 86 and 85) and not one of the packs had a specialty item.  That equates to a 2.5% chance of pulling anything higher than an 87 among all of the rare cards received in those 20 packs.  A 5% chance for an 88 out of 20 GOLD UT packs.

Does anyone know what the limitations/conditions are for getting specialty cards?  Are they even included in the Ultimate Team Packs?
