I normally just lower the difficulty and increase all my stats with the sliders so I don't need to deal with the focus challenges. Half the time, as you've seen, they don't work too well.
If you still want to do this the legit way, just keep banging away and you'll eventually get em. Things like covering the man may require you to stay with them for a certain (hidden) time limit and usually it's cumulative so you don't need to worry if they escape once or twice.
