Are you talking about Vision Control/backskate? Calling for a one-timer is normally just calling for a pass and pressing up on the right stick before the puck reaches you. Can you give me more details on exactly what you're trying to do? Also, which control scheme are you using? Skill stick, Hybrid or NHL 94.

Careful what sort of shot was asked of you - Regular one-timers are holding up on the right stick when receiving a pass but it's the manual one-timers that are L2 and right stick down (then back up the moment the puck gets to you); that one will eventually come with practice so just keep on plugging away.
I believe skipping objectives is only active for the game you're playing; Once you start completing other focus objectives you should start seeing others pop up next time you play a game. If you're fast about it, you can get multiple objectives each period (I think... it's been a while since I've played BaP)
