Had the same thing happen to me. turned xbox off and on. also updated Microsoft store (came across this a fix for a similar problem) and was still unable to open pack.

What happens when the bug occurs? I try to open the pack. Then I receive a screen that says: Error Failed to retrieve data; please try again later. ERROR CODE: 90A7B981F67B2ADC-0000000000009999-E70F1496E10D6A5B
What do you expect to see? A selection of 4 84 OVR icon players to pick from.
