One second of input lag despite game claiming 10 ms of ping (video)

I am using a hard-wired 1 gbit optic fibre connection. I live in Finland so the nearest server is in Sweden.
The game's network monitor shows that I have rock solid 10 ms latency to said server.
As you can see in the video, when I get matched up against other Finns there is often a second of input lag and the game is absolutely impossible to control when this happens.
This only seems to happen when connected against other Finns, and as you also can see in the video the game claims that the latency is just 10 milliseconds.
The input delay comes and goes and rarely affects the entire match. It is also often not as bad as in the video but still enough to have a hugely detrimental effect.
Is there some kind of lag compensation going on as Swedes I have spoken to say they also get the same kind of impossible gameplay against Finns? Finns often use mobile cellular connections.
I should also mention that I played in the middle of the night when the game's population was extremely low and had to wait several minutes to find a match.
This has to be solved as the game is not playable as it is now.
