Player potential never changing

Two things that I liked in Be a GM mode is getting players who just became Franchise or taking chances on Low players. In my Franchise Mode game, it appears that the potentials don't change at all. It means that a Low player is just as good as a High player, because only the Elite, Top _,... matters. But the value of a Low is sometimes three times lower than a High, so there is no reason to get a High player. And of course random players don't go from Elite to Franchise anymore.
