You do still have to scout them in order to fully uncover the scheme fit whether fog of war is on or off. I believe it is the only use for pro scouts with FOW turned off.
I feel like scouting is really flawed and that you are right that if your scout says they should fit on a line, they should. I don't know for sure but I do think if it says they fit on a line it just means they are not in the red because I have come across this many times as well.
@SkylerJames13 I definitely think you are right that scouting and chemistry probably won't get touched and that's too bad because good additions to the game that I think have such simple solutions to make them better. (obviously not simple in implementation as I understand the amount of time/work needed to make these changes) I won't get into how I think they should work, maybe I will make another post about it sometime. (I do think the devs of the mode already know what changes could be made to make it that much better without any suggestions needed)
I've said before I think it comes down to time and resources and as long as they are "good enough" it is much smarter to add new features. I also think it would be difficult to find the balance between working on FM and BAP. Assuming the same crew is responsible for both which does seem to be the case as this year BAP had major work and not much for FM, but was the opposite for the last few years.
