RFA Offer Sheet Compensation Bug

In my first year in a Rangers GM mode. I just traded to get our 2nd round pick back because I wanted to offer sheet Ryan Pulock.

The "RFA Offer Sheet Compensation" screen shows that a contract within the range of $2.182M-$4.362M will require a 2nd round pick as compensation. That is the range I want to sign Ryan Pulock in. 

When I go to the "Free Agents" screen and try to offer Pulock a 7 x $4.35M deal ($0.7M lower than the range ceiling), I get a message saying "You do not have the appropriate draft picks in order to supply compensation to the New York Islanders, who have tended a qualifying offer to Ryan Pulock." This is, of course, not true. The game tells me that in order to offer Pulock a $4.35M cap hit, I need to own my own 2nd round pick in this year's draft to offer as compensation, which I do. So what's the issue?

Furthermore, $3.1M is the highest AAV I can offer Pulock where the 2nd round pick is used as compensation. Pulock of course will not accept this AAV on anything but a 1 or maybe 2 year deal. Also, something with the term of the contract is messed up as well. When I try to offer him the same $4.35M for 5 years instead of 7, there's no issue. But if I go up to 6 or 7 years, the problems start.

It's not just Pulock either. I tried the same scenario out on Dylan Strome (works on 1-5 years, but not 6/7), Victor Olofsson, and Tyler Bertuzzi. I couldn't offer ANY of them that cap hit for 6 or 7 years.

Must be a bug.
