I think you're thinking of 18 or 17 and earlier - In any case, too many people who couldn't take a joke complained and the team felt it was necessary to remove the fun.
To a lesser degree, penalties that could occur after a whistle were very inconsistent and it did kind of make the game last needlessly long (kind of ironic considering how long replays in NHL 20 took to end before the recent patch).
I wholeheartedly agree it was hilarious and fun and totally hope to see it back one day
