You can play The Sims on ipad, check the store. However it's a separate product from the Sims 4 on PC/Mac.

No, you cannot, The Sims 4 is available for PC, Mac, PS4 and Xbox One.
A game called The Sims Mobile has released in some countries and will do in more countries in the coming month or two, I suggest you check that out if you want to play Sims on your phone 🙂
