Patched it manually, and ran as admin. The problem persists.
If it is a processor issue, there is a possible solution, but it won't work for me right now. One source said that a BIOS update could fix the problem. Unfortunately, there are no more recent updates for my BIOS. Since SkyLake is pretty new, it is possible that Lenovo just has not gotten an update for this yet. I guess I will have to wait a few more months to play a game I have waited for years to play (seriously, I have had Spore for 4 or 5 years now, and any computer I have gotten with a good enough video card for it to be playable would not run it for one reason or another).
Actually, maybe the digital version will run properly on XP 64 bit... Perhaps I can finally play it on my desktop. Not getting my hopes up though.
Thanks for trying. Honestly, I wish video game companies would care more about their customers than about locking down their IP. When locking down IP makes a game so difficult to play that it gives the company a bad reputation, it is not worth it.
Yay! The digital download version works on my desktop! Finally! I hope it will eventually work on my laptop, but I think I can make due with this.
EDIT: I'll post back here on the results if a BIOS update ever comes out for my laptop.

Hi, I recently bought a new pc for my daughter and I am experiencing this problem (8016 error), on a windows 7 platform. I have downloaded the patches but as others have already mentioned, I am unable to install them anyway as the game will not launch. Being a non expert on harware/software matters, I'm trying to garner from posts on the site on whether this is due to my firewall (Avira), or whether it is the BIOS installed with my ASRock H110M-HDV/D3 motherboard.
Spore was a xmas gift to my 10 year old daughter but here I am 2 days later still working on a solution. (please note that the patience of a 10 year old is not great!) 😛
You mentioned a digital version working on your desktop, but is this not the version that I would have downloaded via the EA Origin
Version 9.11.2.10120 - 403336 platform?

Regarding the firewall ports, Spore uses the following settings.This applies to all firewall manufacturer as Avira, Norton Security, etc.

Thats okay Peter. Spore works in all versions of Origin, this is only the latest version number of Origin Client.
If all this does not help, contact the support inside from Origin, keep an eye on my pic how it works.

Yes, the Origin download is the digital version. If you bought the computer recently, there is a good chance it has a SkyLake processor. If you have followed the above instructions (disabling all startup options), and it still does not work, see if you can find a BIOS update for your motherboard. If the computer is very recent, you may find that the manufacturer has not released one yet. That is where I am sitting with my laptop.
My desktop worked because it is an older Core 2 processor. The CD version did not work on the desktop because Spore has a problem with some (not all) Windows XP 64 bit systems. The digital download did work though.
I would like to note: Most of the problems I have seen recently are with Windows 10, not Windows 7. The issues I am aware of with Windows 7 are easier to fix (I can't help though, since I have not dealt with them personally). The one fix that I recall people claimed to work was running it as admin in compatibility mode for XP. I don't know about Windows 7 with a SkyLake processor though.

After researching your motherboard I see that it is a Skylake motherboard. My best advice would be to make sure that you have updated your BIOS. From my research Windows 10 was blocking the older SECUROM games as well but this appears to have been corrected. It is also possible that Windows 7 could be blocking the games.Try googling Error Code 8016 and Skylake motherboards for more information. Also check out any ASROCK motherboard forums for help from the ASROCK community.
