Nevermind it seems to be fixed now, so I guess it isn't permanent (yay!).
I'm getting bored of bumping this all the time with no reason, since March 2014 and no response from ANY staff from EA or the Spore Team. It's just silly. I know this can be fixed easily because it's a server issue and not an in-game problem where you need to patch it. I would go as far as saying that Galactic Adventures is broken because of this bug because many users cannot get enough Spore-points to get tools and such for their captain because every single adventure past 2011 has been suffering this issue where all adventures give only 15 Sporepoints and are locked at it, not to mention that the play counter is permanently stuck FOR ALL adventure, meaning that Spore points are PERMANENTLY stuck, which also means the difficulty counter is PERMANENTLY stuck because you get Spore points depending on how HARD that adventure is. One bug caused a chain reaction and I know what this cause is, I am almost sure what causes it at least. The play-counter is stuck which triggers this issue in Galactic Adventures. I'll explain it again.
1. Player plays an adventure. The server detects this.
2. Player either fails or wins at the adventure, meaning that the Sporepoints will go up or down depending on the difficulty (will go down if it is easy, will go up if it is hard)
3. Player can rate adventure if they so choose so.
4. Player ends the adventure logged in or not (you need to be logged in to trigger it, and you can manually do so before).
And where does this issue come from? The very first step. The server somehow cannot detect that players are playing adventures, which causes step 2, 3 and 4 to not trigger, the server is unaware of this because of the bug in the server that thinks players are playing a certain adventure. Meaning there MUST be an issue with server detection and not actually in-game, for two reasons.
1. Said above.
2. It happened 2 years after the 1.51 release patch.
I'm going to report this to EA to make this much, MUCH more clearer.
