Hi! I had the same issue, bought it yesterday and it was acting up this way. I found this old steam thread from a while back, I tried a fix suggested by one of the users and it was fine afterward.
The fix for me was going to the game page in my library, to properties, and then in the box that says "advanced", I typed "-w <1290>" and relaunched. This changes the aspect ratio of the window, and I guess full-screen is just cursed or something. You can click the maximize button to expand it to fill the screen, or switch the ratio in the brackets if you so desire! Hope this helps ^^
