How to get 'bots parts' badge on Spore account (2020)

I recently reached out to an EA advisor to ask if they could apply the now expired 'Patch 1.06 bots parts' promotion from Dr. Pepper to my Spore account. The badge is needed in order to share bots parts content with other users. Other users reported that up until 2018, this was a free and straightforward service from EA.

However I received the following response:

"The information you sourced was posted prior to when we updated our support tools to manage our current titles. When this happened older content from expired promotions were excluded in the new system and advisors no longer can support the request to grant it".

Might there be someone in EA that still has access to their old support tool, and can apply an expired promotion/patch? 

Might EA be able to enable the badge's flag on an account, without the associated promotion?

Is there a self-help method to get the badge that doesn't flow through an EA advisor?
