Plants Vs Zombies Garden Warefare 2 Not Saving..

I purchased Plants Vs Zombies Garden warefare 2 on steam recently with the sale and ever since the first time I played its been bringing me back to square one on the pve content and pulling my characters back down to level 1. Its so disheartening every time I try to play. What makes it worse is that I tried every issue solution I could try but with no success. Steam on the otherhand wont give me a refund either... This situation really sucks and I'd love to be able to play the game if no one official is going to help through the multi million dollar companies.
