I don't know about SimCity 4, but SimCity 2000's installer is a 16-bit executable which is not compatible with 64-bit operating systems (which modern Windows installations usually are). PCGamingWiki's article on SimCity 2000 contains instructions on using a replacement installer to install the game from disc.
