Spore Captain Outfitter Locked

Nope you're not dumb.

You must first create a creature in Space Editor.
Choose an adventure in GA and add a new creature.
If you solved some adventure, the button should be unlocked
You go automatically with your new creature in a higher level
If you have already done those steps and it still does not work, there is a problem in your game.
The best solution uninstall and reinstall Spore / Spore GA  use the CCleaner
