Spore control panel won't open.

I am aware that this is a very old game so the support is most likely very lacking.  I started up Spore for the first time in roughly a year and went to use some console commands.  I found that no matter what order I used and no matter the length of holding the keys, the Ctrl-Shift-C shortcut to open the console would not work whatsoever.  I have rebooted the game at least five times and searched fairly deeply online trying to find a solution but neither helped.  I read about issues with HP laptops and windows vista but I use neither. (I have a Desktop computer running Windows 10) I may have to uninstall and reinstall the game in order to possibly fix it, but if that doesn't work I have no clue as how to fix it.
